The Government of Liberia has rolled out a mandatory system for distributing monthly electronic pay slips (e-pay slips) to all civil servants, marking a new phase in the digital reform of the public sector.
In a circular dated May 29, 2025, the Civil Service Agency (CSA) instructed all Human Resource Directors of government spending entities to submit email addresses for every employee as part of their monthly payroll submissions. The directive, signed by CSA Director-General Dr. Josiah F. Joekai, Jr., requires that civil servants receive their pay slips via email, starting immediately.
The move complements the government’s existing payroll system, which already processes salary remittances through the banking sector. Civil servants receive their monthly earnings via direct deposit, and the introduction of e-pay slips is intended to give them real-time access to detailed breakdowns of their gross and net salaries, tax deductions, NASSCORP contributions, insurance deductions, Liberia Payroll Administration (LPA) deductions, and loan repayments.
“HR Directors are asked to encourage employees who do not have email accounts to open one,” the CSA circular states, highlighting that the shift is designed to improve transparency and allow workers to monitor all payroll-related activities directly.
The initiative is part of broader efforts to modernize public sector operations and tackle inefficiencies and irregularities in payroll management. It also aligns with Liberia’s postwar governance reform goals by introducing systems that enhance accountability and reduce the risk of fraud or payroll padding.
For a civil service that has long depended on manual or paper-based salary information, the e-pay slip system is seen as a significant leap toward transparency and modernization. It also positions Liberia to better track public spending and respond to employee queries with greater efficiency.
The CSA has urged all ministries and agencies to comply fully and promptly, stressing that this reform will ultimately benefit both the government and its workforce.
